Expose tag sanitization in tag service API

Tag service sanitizes tag's label when it creates a tag but the code is protected (see AbstractTagService#cleanLabel, which makes it difficult to enforce the tag sanitization when tags are created without using the tag service e.g. in a custom CSV import.
