Empty/null package from studio causes hotdeploy issues

      Description

      Triggered hot deploy that produced a weird message from studio download (Error while downloading studio snapshot null).  Hot deploy continued with additional error message from empty studio file.  The server was unusable after hot deploy.  Unable to reliably reproduce.
