with aspera connector, we should add a "always use this choice" for launching aspera

when logging in to an instance with aspera connector installed, we check to see if the user has apsera installed and we have a dialog that asks if we mean to "open aspera" (or similar).  We should persist the check from session to session or allow the user to choose to "always use this choice" (like on other apps where you launch a secondary action)
