Provide API to change lifecycle policy on existing documents

In many cases, it can be beneficial and flexible to allow the changing of lifecycle policy on existing documents. At the moment, the lifecycle policy is bound to a doctype, and this cannot be changed on a document. This can provide some additional flexibility for workflows that might assume a particular policy when changing state (draft, review, approved, etc.)
