Record management - Retention policies default configuration

User story

• As a record manager, I want that all the retention policies to be available on a dedicated folder, so that I can easily find, create, and edit them in one place.

Description

• The goal is to have a default folder which contains all the retention policies to be created when the retention module is installed:
  • The default folder to create is Root/Domain/Settings/Retention policies
  • Only retention policies can be added in this folder
  • This folder and the retention policies are only available for administrator and powerusers

Acceptance criteria

• As an administrator, I can see the tree Root/Domain/Settings with a folder "Retention policies" after retention module installation,
• As an administrator, I can see the tree Root/Domain/Settings with a folder "Retention policies" after retention module installation,
• I can create a new retention policy under the “retention policies” folder,
• I can see all the retention policies when I go to the “retention policies” folder,
