Allow readonly users to download / add to collection from trash tab

Steps to reproduce:

• As administrator, create a folder with several documents.
• As a poweruser, delete two of these documents.
• As a user with readonly permission on the folder and contents, go to the trash tab (at the top, not from the left menu).
• Select the two documents.
  => A blue bar appears at the top with no options. (Expected download and add to collections actions)

No errors in browser console or server logs.

Trashed files can still be downloaded or added to collections from the search results of the trash search from the left hand menu.

Oddly, this is similar, yet opposite behavior to NXP-27537
