make UX of adding permissions a little clearer

when adding a user to a transfer, It was not super clear that I needed to click the "add permission" button after I added the user/perm.  The button is initially "light" and stays that way (the "close" button is blue the entire time, so more noticeable).

modification would be to change the add perm button color to blue once content has been entered to the permission screen.
