HotReload fails with Data file not found: data/users.csv

Environment:

• Project targuillere-SANDBOX, branch feature/test-preassignment
• Nuxeo 10.10HF04, localhost, zip distribution, H2
• Just added an event handler (MyDoc_DocCreated) and its chain (MyDoc_DocCreated)
• (did not change anything in U&G)
• Hot reload from BDE
  => Fails (see log)

Notice the project is not installed at all in this issue. After stopping the server and mp-list, it is not listed, had to mp-install it

I know we had a lot issues very very similar to that (including this users;csv, sometime, IIRC int was groups.csv)

Workaround for me:

• Stop server (./nuxeoctl stop)
• Deploy Studio project (./nuxeoctl mp-install --accept=true the-project-id)
• Start server (./nuxeoctl start)
  Next hot reloads were ok.
