Add slots scaffolding to prepare WebUI implementation

Waiting for the final specs, we can create the slots structure to prepare the future Aspera elements for WebUI integration:

• A user menu slot
• A documentation action slot
• The new page "Aspera Dashboard" to manage file transfers
  • The tabs reusing the webui elements
• A specific url NUXEO_HOME/aspera
