Hide browsing by tags tab in JSF if facet implementation of tags

1. install 9.10+ with nuxeo-showcase-content nuxeo-dam nuxeo-jsf-ui
2. start Nuxeo and create tags for some documents
3. observe the message "the document has been tagged" and the tag exists on the document
4. observe in the "browse by tag" (left tree in the JSF display) tab the lack of tags

This works fine with the 8.10 or earlier version or with the relations model of tags in 9.10+

Requesting to hide the browse by tags tab if tag implementation relies on facets instead of relations.
