Client ID and Client Secret are not mandatory

Step to reproduce

• Install Live Connect
• Edit one cloud provider from the admin menu
• Just check the "Enabled" checkbox without any client id or client secret
• Validate

An info message says the provider is edited but it is not enabled

Expected behavior

When activating a cloud provider, the client id and client secret should be mandatory
