Missing workflow translations

Following NXP-25554 implementation, some translations are missing.

1. install Nuxeo
2. start Nuxeo
3. create a File document
4. start a parallel workflow
5. assign it to the Administrator user
6. go through the whole workflow
7. observe the untranslated screens (see delegateUntranslated.png, reassignUntranslated.png, dialogUntranslated.png) showing keys instead of labels.

Expected behavior: the fields should be translated correctly
Note: in master (https://nightly.nuxeo.com) the behavior is different, the untranslated keys fallback to English but still need to be translated (see nightlyExample.png)
