Creation form does not have the top part visible

1. install nuxeo with web ui addon
2. create a note and scroll down before clicking the create button
3. create another note
4. observe the form scrollbar remembers the last position

Expected behavior: the form creation scrollbar should be always up since the form is empty and logically one fills it from top to bottom.
Note: this should not affect Edition forms where it makes sense to remember the last position.
