Set initial version does not take into account policy order

StandardVersioningService#setInitialVersion leverages versioning policies to deduce the initial version to set. Nevertheless, the method doesn't use policy order to retrieve the initial version.

We need to fix it to take into account policy order in order to be consistent with automatic versioning on document updates.
