Make bulk service work as non admin

      Description

      Currently scroll methods are restricted to administrators only

      That forces user to be admin to be able to use bulk service

      We should remove the restriction from the scroll methods and check for impacts

      Then we should check user restrictions accessing bulk status of commands they don't own
