Can not import Document unless File can be created inside of the container

Steps to Reproduce:
1. Set Folder document type to only allow custom document type (like Photo) to be created as a child
2. Drag and Drop Picture binary into the folder container, user is prompted with 'this type of file can not be created here' error

• User can still create (instead of import) the custom document inside of the container
• The user can import the custom document type if File is an allowed child type of the container. The problem with this is then in the 'Create' form, File can be created, which we may not always want.
