On Windows, nuxeoctl can install libs as HF dependencies but forgets to remove them on uninstall

In 9.10-HF01, a library upgrade should have happened.
The "old" nxserver\lib\bcprov-jdk15-1.45.jar is removed from the install
The "new" nxserver\lib\bcprov-jdk15on-1.59.jar is not updated in 9.10-HF01

In 9.10-HF13, the "new" nxserver\lb\bcprov-jdk15on-1.59.jar library is added

However, on Windows specifically, it is observed that when uninstalling 9.10-HF13, the library nxserver\lb\bcprov-jdk15on-1.59.jar remains there.

This changes the environment although we uninstall the HF13.
