BAF: Improve BulkCommand to have complex parameters

      Description

      Currently BulkCommand parameters is a simple Map<String, String>.

      We need to have a more complex structure for automation (NXP-25249) and SetProperty (NXP-25392).

      For Avro compatibility, we can use an Avro annotation on parameters field to convert it to JSON with core-io.
