Fix scrollbar appearing when tooltip appears

Steps to reproduce:

• Navigate to a document.
• Hover cursor over the Start Process document action.
  => The Start Process tooltip appears and a scrollbar also appears on the right-hand side of the screen.
• Move cursor away from Start Process document action.
  => Scrollbar disappears.
