Allow navigation between versions

Steps to reproduce:

• Navigate to an existing File document which is either created by another User or which already has a version.
• Edit the document's description so that the version pill displays 0.1+.
• Click on the version pill and select the 0.1 version.
  => Description is no longer visible, message appears indicating that user is viewing the 0.1 version.
• Click on the version pill again and select 0.1+ Unversioned Changes.
  => Nothing happens. User is stuck on 0.1 version.
• Refresh the page.
  => User still stuck on 0.1 version, but now the page seems to load infinitely.

Workaround:

• Navigate to parent document from the breadcrumb.
• Navigate back to File document from the parent document.
  => Back to version 0.1+.

Reproduced on both Edge and IE11.
Not reproducible in Chrome, FF or Safari.
