Since Chrome v65, WebUI is displayed in English when French is the desired language.
The new behavior has been introduced by https://chromium-review.googlesource.com/581295
And when the problem was reported to chromium, they statued that the new behavior is intentional, so no revert will be done.
It has been ascertained that the following revert to the old behavior:
In Chrome menu "Settings > bottom of page Advanced Settings > Languages", there are 4 entries:
Français(France) Français Anglais Anglais(Etats Unis)
with which WebUI displays in English.
Inverting the first 2 lines, WebUI displays in French.
