Stateless container storage

Service should use preconfigured list of containers and parameters applied to each one.
1. The list considered constant and should be defined at the deployment stage.
2. The list follows JSON format defined in the design documentation
3. The name of the file with the list must be either converters.json or be defined as an environment variable within OS.
