Turn raw data into the internal enrichment metadata format and store it

Take data from an external service in its raw format, convert it to the internal enrichment metadata format and store it.

The raw data needs to be saved as-is and the internal enrichment metadata format will need to be indexed and queryable.

The enrichment data will be append only, modifications are not permitted.
