      Description

      paper-tooltip have rendering issues, sometimes appearing in wrong position (usually when scrollbar are used) and/or behind other elements (usually in lists).

      The proposal solution is to replace paper-tooltip with the native title attribute, in all UI elements and Web UI (with the exception of the tooltips that appear in the navigation menu icons in Web UI).

      TODO
      ELEMENTS-669 will introduce a new tooltip element. This ticket is just about replacing all usages of paper-tooltip in web ui.
