Picture and File document versions should be consistent

Steps to reproduce:

• As a User, create Picture document and add Nature, description and other properties, including a .jpg file.
• Log out.
• As a Power User, navigate to recently created Picture document.
• Edit document and delete Nature property.
  => Version changes to 0.1+
• Click on the Version
  => Only Create Version button is available.

Expected behavior:
=> Version 0.1 should be available in addition to Create Version button.

The issue has been reproduced inconsistently across the following environments:
Chrome on Linux => Failed every time
Firefox on Linux => Failed every time
Chrome on Windows => Failed 90% of the time
Firefox on MacOS => Failed 25% of the time
Safari on MacOS => Failed 20% off the time

Not reproduce on Edge or IE11... strangely enough.

Workaround:

• Refresh the page
• Click on version
  => 0.1 version available
