Fix Windows native installer (.exe.) invoked twice on same machine leads to non-booting configuration

Download the LTS 2017 Windows .exe installer and install Nuxeo as c:\Nuxeo
Configure Nuxeo to use WebUI, Dam and Drive using the GUI.
Start Nuxeo and boot it successfully, then shutdown
Change your mind: Nuxeo should be installed as c:\Nuxeo9.10
Invoke the same installer: it deinstalls the old configuration and installs Nuxeo in the new place
Start Nuxeo: it does not boot and complains that the Template "drive" cannot be found.
So nuxeoctl mp-install nuxeo-drive,and boot.
It boots but you cannot reach the home page
So nuxeoctl mp-install nuxeo-web-ui nuxeo-dam and boot: this time, reaching Nuxeo home page is OK

When installing several times the software, it should give a working configuration each time.
