Load web UI language from user profile

      Description

      Currently, locale is set from browser.
      User may want to set it differently and in some cases, changing the browser lang is forced by the OS.

      Nuxeo Server should set application language from user profile. When not defined, it should fallback to current behaviour (browser window language)
