Can't create a Major version of a Note

Steps to reproduce:

• Create a Note document.
• Edit it to add metadata properties to it.
  => Minor version increments with each change.
• Click on the Version pill after each change.
  => No Create Version button is visible.

Workaround:

• Click on the Version pill and select an older version of the document.
• Click Restore button to restore this version.
  => Version isn't restored but version number stays the same with + (NXP-24178)
• Click on Version pill.
  => Create Version button is now visible
• Click on Create Version button and select Major Version.
  => Major Version created.

Not reproduced in JSF: Major versions can be created on Note documents.

Proposed solution
Allow to always create major version on minor version documents.
