      Description

      Release 2.3.1 of iron-overlay-behavior (https://github.com/PolymerElements/iron-overlay-behavior/releases/tag/v2.3.1) introduced a major breaking change in the way overlays are created, and broke our use-cases where we have dialogs inside a dialog.
