Results Selection Actions don't work with filters

1. install 9.10
2. create a group and a user inside it
3. create a workspace and documents
4. give rights to a user
5. in Designer:
6. head over to UI/Actions and create the action as described in the attached screen captures (steps 1 to 4)

Result: nothing is displayed either with the 4a scenario or the 4b one
Expected result: the action should be available either in a Workspace or for a member of the Librarian group

Please note this works fine when adding a Document Action
