Headers on rich text editor not saved

• In Web UI, create an HTML document.
• Add the following text to the document:

  Heading 1
  Heading 2

  Some text. Some bold text. Some italics.

  Some bullet points:

  one
  two
  three

• Add formatting to text as relevant: (ie/ make "Some bold text" bold, format headings, format bullet points).
  => Impossible to format both Header 1 and 2. (see attached video rich-text.ogv)

I'm not sure if this is related but the format tool bar only appears when text is selected.
