Permission is not visible with IE 11

      Description

      1. install 7.10 latest HF
      2. create a document
      3. head over to Permissions
      4. click New Permission
      5. the Rights field is empty (see emptyPermissionField.png)

      Note: this works fine in master and 8.10.
