Blocker Power users should be able to:
- manage users (create, edit, delete)
- manage groups (create, edit, delete)
- edit vocabularies (create, edit, delete vocab entries)
Still they are missing the actions to do it.
Note: it's working from the JSF UI.
Fix power users who can't manage users, groups and vocabularies anymore
