Fix Hot Reload in JSF-UI (Windows)

How to reproduce

• Using nuxeo-server-9.10-I20171213_2311-tomcat.zip
• in nuxeo.conf:
  • add the line: org.nuxeo.connect.url=https://nos-test-connect.nos.nuxeo.com/nuxeo/site/
  • uncommented dev mode property
  • wizard to *true
  • save
• in command line
  • register
  • install jsf, web-ui, dam, virtualnavigation add-ons
• back to nuxeo.conf
  • removE the line: org.nuxeo.connect.url=https://nos-test-connect.nos.nuxeo.com/nuxeo/site/
  • save
• in command line
  • register
  • console (server started)

In Chrome

• Login to Web-ui
• With the chrome extension go to Studio, change something and save
• Go to the extension again and try to do HOT-RELOAD
• Error (saying that devmode isn't active, but it is)
• Go to JSF-ui
• Go to ADMIN ate the top of the page
• Update Center in the menu from the left
• Press the Update button
• Error saying that was a problem while installing the package

NOTE: When clicking in the extension Hot-Reload most of the error were :

Caused by: java.io.FileNotFoundException: File 'C:\nuxeo-server-9.10-I20171213_2311-tomcat\packages\store\fsantos-SANDBOX-0.0.0-SNAPSHOT\uninstall.xml' does not exist
