Fix versionable folder pending publication

Using Nuxeo tree snapshot, when I submit a folder to publication with a user with Edit on workspace and Read on section, the publication needs to be approved by a user with at least Edit on sections (regular publication workflow). The problem is that I don't have any publication validation form displayed on the folder or the documents inside it, so I can't approve publication.
