Fix startup logging thresholds

Startup logs show various logs that are not relevant for a regular startup:

• INFO logs that should be hidden from the console
• JUL logs that should be redirected to Log4j

In addition, for JUL logs that we cannot redirect (part of Tomcat itself), we must properly take into account the conf/logging.properties file, as in a default Tomcat config.
