Wrong locale after session timeout

1. install 7.10 latest HF
2. add the following line to $NUXEO_HOME/bin/nuxeo.conf:

    session.timeout=1
   

3. start the server
4. Set browser locale as French
5. Set Nuxeo language as English in the preferences
6. logout
7. login again
8. observe the UI is in English
9. wait for a minute so that the timeout kicks in
10. click on the UI and observe the login page being displayed in French as expected
11. login
12. observe the UI being in French

Expected result: UI should be in English as configured in the user preferences
