Can't add members to a group

      Description

      In IE11 on Windows, Web UI (reproduced in Firefox on Mac):

      • log in as Administrator
      • navigate to Users & Groups page
      • type * in search bar to display existing groups
      • click on Power user group
      • click on Add Members button
        => nothing happens (screenshot-1)
      • switch to another window/tab, then back
        => Add members button is highlighted, but still can't add user (screenshot-2)
      • click on Add Members button again
        => still nothing happens
