Fix PDFInfo in non-US locales

      Description

      This error happens on Windows installed with a non-US locale:

      org.junit.ComparisonFailure: expected:<612[.0 x 792.]0 points> but was:<612[,0 x 792,]0 points>
	at org.nuxeo.ecm.platform.pdf.tests.PDFInfoTest.testPDFInfoHashMapValues(PDFInfoTest.java:152)

      The code in PDFInfo.toHashMap should pass a US Locale when calling String.format with %.1f
