Move key/value service and pub/sub service to runtime

The Key/Value Service and the Pub/Sub Service will be needed by low-level runtime components like the migration service, that itself is potentially needed by all other Nuxeo services. So these two services should be at a very low "level" in the platform and have no dependencies other than the base runtime.

To make this clear, move them to a runtime bundles.
