Update restart page branding for 9.3

Update the branding of the restart page (http://localhost:8080/nuxeo/site/connectClient/restartView) to match the new Nuxeo branding.

Let's use the svg block loader from loading.io on a white background.

Specs for the block loader colors and timing can be found in the attached screenshot.
