Explorer: Operation documentations must not rely on implementation

Explorer is using the current deployed Operation implementation to generate documentation page. It makes the definition tight to deployed Operation and will render the same result independently from the target version.

Explorer dumps must save JSON operation's documentation, and use it to display documentation.

In order to be consistent, we must regenerate the dump for latest LTS version as well.
