Remove the deprecated "locale" directory

      Description

      This directory, initially added for NXP-9417 (Timezone and Locale management (User preferences)), has been deprecated since NXP-18728 (Use JSF locales instead of hardcoded locale directory values), as mentioned here: https://github.com/nuxeo/nuxeo/commit/d468ba0edd501ea8ab2095e0ff715ed3a2864af2#diff-19cd2d686ad83453b01832a4b07c39b8R144.

      Let's remove it!
