Add metrics on Hot Reload

We want to add metrics on hot reload in order to optimize it.

We have several point to monitor:

• the whole hot reload action
• the undeploy bundle phase
• the deploy bundle phase

Add also metrics on deployment preprocessor (mechanism used by studio update).
