Working hot reload strategy should not require a nuxeo.conf parameter

      Description

      The following parameter is mandatory in the nuxeo.conf to have a working hot-reload: 

      org.nuxeo.runtime.reload_strategy=unstash

      It means that anyone will have an issue when reusing an existing nuxeo.conf file (it is true also for the docker image)

      It shouldn't not be the case.
