Multi tenant: Make user creation without setting the user's password work with multi-tenant

When a tenant admin creates a user and leaves "Set User Password" to No, the created user is not in the tenant members after they set their password. As a consequence, the user can only access the dashboard, and the tenant admin cannot find them in the users & groups search.
The user Administrator can find the user though, and then assign them to a tenant. Still the flow is not very smooth.
