No versioning when an attachment is added to a File by a non contributor

Steps to reproduce:

• With jdoe1, create a File and a 0.1 version
• With jdoe2 (so not a File contributor), edit the metadata (version becomes 0.1+)
• With jdoe3 (so not a File contributor), attach a complementary file to the document => The version is still 0.1+ instead of 0.2+

Note : If you delete the attachment with jdoe3, the document is correctly versioned in 0.2+
