Document Layout doesn't load

Using Chrome

As Administrator, create a Note document
Create User, grant ReadWrite permission on Note document
Logout as Administrator, login as User
Navigate to Note document via dashboard
=> 404, layout not found
Click on Permissions view
Go back in the browser to the document
Document is now visible
