CoreSession.canRemoveDocument may incorrectly return true

      Description

      CoreSession.canRemoveDocument will return true when called on a folder that contains live documents which are the target of a live proxy outside of the deleted document tree.

      It will also return true even though there may be a sub-document under active retention (NXP-23165).

      This should be fixed.
