Expose WorkManager states as metrics

      Description

      The WorkManager#getMetrics java API returns WorkManager states, but theses metrics are not exposed as gauges (codahale metrics), so they are not available for monitoring.

      Note that there are WorkManager metrics exposed but only by node.
